Football SA announced an expression of interest period (EOI) for Clubs seeking entry into the Football SA Senior Men’s Competitions earlier this year. At the closing of the EOI period, Football SA received a total of nine (9) EOI’s from the below listed Clubs:

- Adelaide Titans Football Club
- Adelaide Thunder Football Club
- Barossa United Soccer Club
- Elizabeth Downs Soccer Club
- Elizabeth Grove Soccer Club
- Ghan Kilburn Football Club
- Plympton Bulldogs Soccer Club
- Salisbury Inter Soccer Club
A thorough analysis of each Club was conducted with the following provided a letter of invitation to participate in the State League 2 competition from 2025:

- Adelaide Titans Football Club
- Elizabeth Grove Soccer Club
- Ghan Kilburn Football Club
- Salisbury Inter Soccer Club
*Adelaide Atletico Football Club are at the final stage of merging with Adelaide Victory.
In addition to the Clubs listed above, two (2) additional Clubs have been offered a letter of invitation to compete in the State League 2 competition from the 2026 Season:
- Barossa United Soccer Club
- Plympton Bulldogs Soccer Club
The State League 2 Competition will be divided into two (2) conferences; North and South. The Clubs involved in each conference will be adjusted at the completion of each Season to ensure an even number of teams in each conference. The 2025 Season will be structured as follows:

Clubs will play each other three (3) times in a 21 Round Season. The top four (4) teams in each conference will qualify for the Promotion Play-Off Series as illustrated at Annexure 1. Competition prize money will double in the State League 2 competition from $8,000 to $16,000 across both conferences.
The conference divide will provide clubs the benefit of more ‘local derbies’, better player retention with less distance required to travel and the excitement of a Promotion Play-Off Series between North and South at the end of the Season.
The Promotion Play-Off Series will reward the teams which finish top of their conference with a ‘double chance’ to be promoted to the State League 1 competition. The top of the North Conference will play a Play-Off game with the top of the South for automatic entry to State League 1. This game is set to attract a lot of attention. The loser receives a second chance re-entering the Play-Off series in the Week 3 Preliminary Final match.
This competition has been structured to allow for continued growth and will ultimately see this competition become two (2) North / South conferences of 12 teams. The growth will commence in 2026 with both Barossa United and Plympton Bulldogs entering the competition with six (6) vacancies for other Clubs.
Clubs which did not progress through the application process, or any Club interested in the competition, are encouraged to continue to work with Football SA for possible entry from 2026 onwards as it sets to achieve the 24 team State League 2 competition (North / South).
